Profile[]

Glarbin Gloobin is the city manager of Table Town. He works at Table Town City Hall, where he oversees city operations and presides over town hall meetings. He is an alumnus of Table Town High School.[2]
Appearance[]
Glarbin is a frog with green skin, along with a light green patch on his stomach and dark green spots on his back. His eyes have yellow sclerae, and he is unique among other characters for having four pupils as opposed to two.
As a teenager, he had a head of curly orange hair.[2]
Personality[]

As Table Town's city manager, Glarbin cares deeply about following protocol. He is especially meticulous about paperwork being filed correctly, right down to minor details such as using the prescribed color of ink,[3] and is reluctant to grant approval for a project until all necessary forms have been accomplished.
In "Career Day", Glarbin's bureaucratic approach to running City Hall causes his employees to all temporarily quit, while his new hires Kiff and Barry resort to covertly shredding all their paperwork to get tasks done around Table Town faster. Glarbin is nevertheless shown to greatly treasure his employees and is left feeling betrayed by their quitting, though when they later return, he resolves to be a less overbearing boss.
While generally a responsible public official, Glarbin is not immune to making questionable decisions on the job. In "Much Ado About Muffin", he suppresses Kiff and Barry's exposé on the fraudulence of Helen's muffins under the rationale that the truth would shake public faith in Table Town's basic institutions. In "So Fluffy", caught up in the popularity of the titular song, he issues an order that nearly leads to the destruction of every other piece of music in Table Town's history.
Outside of work, Glarbin is a member of the Table Town Riddler's Society. He is also a member of a role-playing game club with Reggie, Liz K., Dee, and Kim.[4]
Relationships[]
Kiff Chatterley and Barry Buns[]

Kiff and Barry sign up for summer jobs at City Hall in "Career Day". Once there, they are keen to work on projects around Table Town but find themselves burdened by paperwork, so they shred the paperwork to trick Glarbin into thinking they have accomplished it. Glarbin later learns the truth, but upon seeing that the duo's helpful deeds have improved Table Town and inspired his old employees to resume working at City Hall, he decides to tone down his stringent paperwork guidelines.
Glarbin updates the "found" rate for lost items to 100%.
Kiff later convinces Glarbin to make her the head of the Table Town Public Library in "Club Book". He briefly appears in "Totally Table Town", interrupting Kiff's music video shoot to ask if she has a filming permit. In "Lost and Found", Kiff and Barry intend to deposit a lost journal in City Hall's lost and found room, but they end up keeping the journal to prevent Glarbin from potentially reading it, as all items not claimed there by the end of the day become property of the state. In "Dial B for Butt", Kiff and Beryl get Glarbin to designate Pegasus Field as a protected landmark to prevent it from being sold to a mysterious group, and are later forced to hide Glarbin when that group seemingly decides to retaliate against him.
In "Lore of the Ring Light", Glarbin is part of the delegation who join Kiff on her journey to destroy the titular magic ring light. In "Trash Clumpers", Glarbin puts Kiff and Barry in charge of cleaning up the Table Town Park, one of his typical responsibilities, while he takes his nephew to a convention. In "Don't Leave B Hangin'", Glarbin puts Kiff and Barry in touch with Goldie Crispo and Rex in space after Barry is left "hangin'" by Goldie. He later prevents the duo from recovering their lost money box from a griffin's nest in "Souvenir Money", as the nest is a protected landmark.
